Important Notice Regarding the Maintenance of the Mexican Foreign Trade Digital Window (VUCEM)
The Mexican single window for foreign Trade (Ventanilla Única de Comercio Exterior Mexicana, VUCEM) is a digital tool designed to simplify and streamline processes related to foreign trade operations in Mexico. This platform allows importers, exporters, and customs brokers to efficiently manage their documents and customs procedures.
VUCEM enables users to electronically submit information just once through a web portal to comply with various non-tariff regulations issued by ten Mexican government entities: SAT, SE-DGN, AGRICULTURA, SEMARNAT, SEDENA, SALUD, SENER, PROFEPA, INBA, INAH, and two regulatory organizations, AMECAFE and CRT.
What is the purpose of VUCEM?
VUCEM centralizes the procedures required for importing and exporting, providing a single channel for the exchange of information between users and authorities. This facilitates compliance with regulations, reduces operational times, and enhances transparency in international trade activities.

Scheduled Maintenance and Its Implications
Major maintenance will be conducted on VUCEM from February 8 at 12:00 PM to February 15 at 12:00 PM (Central Time in Mexico). During this period:
- Portal and Web Service services will be unavailable.
- A contingency phase will be activated to manage foreign trade operations, the conclusion of which will be officially announced by authorities.
- Procedures must be carried out according to guidelines provided by the Mexican National Customs Agency on its official website.

How Does This Affect Freight Shippers?
For our clients transporting goods between Mexico and the United States or Canada:
- Possible Delays: Customs operations may be impacted, especially processes that directly depend on VUCEM.
- Advanced Planning: It is essential to prepare your foreign trade procedures in advance to minimize operational impacts.
- Contingency Phase: During this period, procedures will be handled under a special scheme, so staying informed about updates from the Mexican National Customs Agency is crucial.

SENASICA, GENERAL DIRECTORATE OF PHYTOZOOSANITARY INSPECTION: CONSIDERATIONS BEFORE AND DURING MAINTENANCE
Before Maintenance
It is recommended to submit requests during the week prior to the maintenance period to obtain acknowledgment receipts, considering import schedules for that timeframe. This will allow inspections to be conducted with the appropriate documents.
During Maintenance
Please take the following options into account:
- Prior Documentation: If you have documents issued by VUCEM before the maintenance period, you can go to the OISA to schedule and conduct the physical inspection.
- Alternative Format: If you could not submit information through VUCEM and no acknowledgment or folio was generated, the importer can use the pre-VUCEM certificate format (CI) for imports, presenting it at the inspection point along with the required documentation.
- Editable CI Format: If the above options are not viable, SENASICA will provide an editable CI format. This form must be completed and submitted at the inspection point along with the required documents. The format will only be valid if signed and stamped by a SENASICA official and properly numbered according to the publication.
